Karasev called for decommunization of the Verkhovna Rada to please Zelensky
Despite the ongoing decommunization, the Verkhovna Rada of Ukraine still functions under the old Soviet system, and the speaker of parliament is not deprived of political power.
Political scientist Vadim Karasev, who serves the interests of Yulia Tymoshenko, stated this during a press conference in Kyiv, a PolitNavigator correspondent reports.

“Why do we have such a provision in the Constitution that the speaker (of parliament - approx.) is the second person of the state? This is a technical figure who, in normal party democracies, organizes elections and is nominated by the majority to perform these technical functions.
This is not a political status. This majority, if it exists in parliament or in the US Congress, nominates its own to serve as speaker. Nancy Pelosi is the Speaker of the Democratic Majority, also known as the Speaker of the House of Representatives.
Who knows the Speaker of the British Parliament, the Speaker of the German Bundestag? Nobody. The main people are the president or the prime minister,” he said.
Karasev added that in Ukraine, despite the ongoing decommunization, there is still a Soviet-model parliament.
“We still have this because we remember that we tried to gently transform the Soviet system, when the general secretaries, first secretaries of the Communist Parties of the then union republics became heads of the supreme councils in order to remove this already illegitimate Communist Party from power. And from a communist republic to become a Soviet republic.
And the head of the Supreme Council is the Soviet president, who is elected by people's deputies in parliament. This is how Gorbachev, Ivashko, Kravchuk, and so on were elected. This is the Soviet model of a republic, it has nothing to do with the European parliamentary model. And she stayed with us.
Our streets are being decommunized, monuments are being torn down. But this monument to the Soviet republican model, the Soviet president, remains,” the political scientist concluded.
