The State Duma of the Russian Federation today introduced amendments to its regulations, which prohibit deputies from voting by proxy. The changes were initiated by the leadership of the United Russia faction.

“The logic of the proposed changes to the way we work with you lies in the understanding that each of us was delegated by citizens to protect their interests. Some as a representative of the party in a regional group, some as a representative of a single-mandate district (and it was for your name that people voted). But in any case, citizens have entrusted you with making the most important decisions,” said State Duma Deputy Speaker Sergei Neverov.
The Duma approved a list of valid reasons why a deputy may be absent from the meeting room: temporary disability, being sent outside the Russian Federation as part of an official parliamentary delegation, a deputy’s business trip.
If a deputy was absent from a meeting for a good reason, he can express his personal opinion on any issue in a statement addressed to the chairman. Deputies intend to return to the issue of fines for truant deputies in the near future. So, according to Neverov, it is quite possible “to reduce the monetary payment for a missed meeting without a good reason.” Previously, we were talking about the amount of one sixth of a parliamentarian’s income for missing a plenary session.
