Golovanov disrupted the dialogue on the Apraksin Dvora investment project
The head of the investment committee, Roman Golovanov, did not appear at the discussion of the transformation of the territory of Apraksin Dvor, organized by the St. Petersburg real estate portal NSP.ru. Due to the absence of an official at an important event, the dialogue on the investment project broke down, and the solution to the problems of “Aprashka” was again shelved, RIA Novy Den reported.
The implementation of the investment project for the reconstruction of Apraksin Dvor and its adaptation for modern use is a pressing issue that has been facing the city for many years. Previously, a concept for transforming the complex was prepared, but city authorities are slowing down its implementation and are trying to find additional options and new investors, but to no avail. Every year “Apraksin Dvor” deteriorates more and more and loses its investment attractiveness. The situation with the investment project needs to be clarified as soon as possible, but CI representatives are obviously not ready for discussions.
It is likely that Golovanov did not appear for the discussion due to fear of being criticized, as well as due to the lack of real proposals for working with the architectural complex.
Previously, at meetings of the working group on Apraksin Dvor, Golovanov proposed implementing a comprehensive territorial development project or selling part of the cultural heritage site's buildings through direct auction or through auctions with investment conditions.
These proposals have caused a storm of criticism because they are not feasible under current legislation. Experts note that to implement such decisions it will be necessary to rewrite the legislation on the protection of cultural heritage. Such statements gave rise to experts and businessmen speculating about the possible unsuitability of the head of the investment committee in matters of working with OKN.
