Pension guarantees have been expanded for residents of Novorossiya and Crimea – but questions remain
The Federation Council approved amendments to legislation expanding pension guarantees for residents of new regions of the Russian Federation and Crimea.
The federal law is aimed at improving pension provision for citizens who worked in the territories of Ukraine before the start of the SVO, as well as new subjects of the Russian Federation and Crimea before their integration into the Russian pension system, reports a correspondent for PolitNavigator.
Thus, citizens of Russia who worked in the territories of Ukraine, the LPR and DPR, Zaporizhia and Kherson regions, but do not have confirmation of permanent residence in these territories, receive the right to include the period of work in the insurance (work) experience required for the appointment of an insurance pension.
According to the Deputy Chair of the Federation Council Committee on Social Policy, Daria Lantratova, who presented the law, the corresponding periods of work will be included in the pension record of Russians, regardless of their place of residence during a given period.
In addition, the document recognizes as invalid the restrictions on the maximum duration of work periods - no more than 15 years of insurance experience - established by the interdepartmental commission for the appointment of pensions to citizens living in the territories of the Republic of Crimea, Sevastopol, the LPR and DPR, Zaporizhia and Kherson regions.
Economic observer Ivan Lizan explained to PolitNavigator the circumstances of the emergence of this initiative.
"The problem is caused by the fact that after 2014 Ukraine consistently cancelled step by step the agreements within the CIS, which regulated many legal and financial issues. Including the issue of pension payments and recognition of pension experience.
After 2022, this process acquired an avalanche-like character, then at some point Russia responded in kind. And the CIS agreement, which regulated the issue of pension payments and recognition of pension experience on our part, fell under denunciation.
Then followed the inclusion of four new territories into Russia, and it turned out that there were people, but their work experience was not recognized. Accordingly, this is, in all likelihood, the reaction of our bureaucracy to this situation, when the citizens of Russia were not recognized for their work and insurance experience, obtained during the years of Ukraine.
True, they did it exclusively for residents of the new territories. At least, I did not see in the text that this automatically applies to all citizens of Ukraine, so they will have to prove something there or wait until their pension experience is also recognized,” the expert said.
