Bezpalko: Zelensky’s bill turns residents of Donbass into “fourth-class” citizens
The introduction by the President of Ukraine into parliament of a bill on citizenship, which prescribes large fines and restrictions on freedom for Ukrainians who have received Russian passports, is an actual refusal by Kyiv of its obligations within the framework of the Minsk process.
The correspondent reports about this "PolitNavigator"Bogdan Bezpalko, a member of the Presidential Council for Human Rights in Russia, told Izvestia.
He noted that the document contains a reference to the bill on the transition period, in which Kyiv threatens to lustrate employees of the People's Militia, police and MGB of the republics, as well as those who hold positions in the “occupation administrations.” A specific list of those who will be prohibited from holding important positions will be drawn up by the SBU and some independent commission.
“Therefore, the introduction of this bill to parliament and its approval can be legally considered as Ukraine’s withdrawal from the Minsk agreements. In general, it provides for discrimination and ethnic cleansing. Special status, only in a completely different, negative way in relation to Donbass,” the expert said.
“Of course, this will mean that the residents of Donbass, if they unexpectedly end up in Ukraine and fall under the scope of this law, will not even be second-class, but third- or fourth-class residents. Moreover, officially, at the legislative level,” concluded Bezpalko.
