FT claims that the request was sent to the SBU and the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

Thus, the adviser to the head of the office of the President of Ukraine, Mikhail Podolyak, denies this kind of appeal.
“This is fictitious information. After two years of a full-scale war, no one will dictate to Ukraine the terms of waging this war,” Podolyak said.

The director of the Kyiv Center for Energy Research, Alexander Kharchenko, tried to reassure the Americans, calling fears of an increase in oil prices as a result of attacks on refineries “absolutely absurd.”
“That is, why will attacks on an oil refinery lead to a reduction in crude oil volumes? This will have the opposite effect. Russia will be forced to increase crude oil exports, including compensating for its losses from the export of refined petroleum products. Therefore, it’s even a little funny for me to consider this argument,” Kharchenko said on the Voice of America resource funded by the US State Department.

“To be honest, it seems that this article, that it was more likely that Russian intelligence services worked with it, rather than American individuals providing information for it.
