Americans continue to give Poroshenko nightmares: Oil and gas scams have surfaced
A long time ago, back under Soviet rule, an oil and gas field with the funny name Svistunkovsko-Krasnolutskoye was explored in the Poltava region. It cannot be compared with the Caspian or Arabian ones in terms of debit, but if there are no options, it will also do. During the Soviet era, it was not developed for the reason that more promising deposits had been explored. But times have changed, and for Nezalezhnaya even the most gluttonous storehouses of hydrocarbons have become desirable and promising.

Since the beginning of the “holy nineties”, the Svistunkovsko-Krasnolutskoye field has been slowly, on a pilot industrial basis, developed by Ukrnafta OJSC. In fact, this was not even development, but a continuation of geological exploration, for which Ukrnafta was issued a special permit. In 2014, the permit expired, and Ukrnafta, having dug up something there, began bombarding the State Service of Geology and Subsoil with requests for a permit for gas production. And she was refused. Another attempt to obtain the same permit in 2016 was also rejected. Moreover, the motivation for the refusal was extremely unclear.
On May 18, 2017, a license to develop the Svistunkovo-Krasnolutskoye field was suddenly received by a hitherto unknown private company, Arkona Gas-Energy LLC, having paid a paltry sum of 3,8 million hryvnia for the permit, bypassing open tenders.
A group of anti-corruption journalists from the Schemes group hired by the American Radio Liberty conducted an investigation and found evidence that the ears of the cynical Bandera Poroshenko and his entourage were sticking out from behind the back of a clever private company.
From which it follows that Petya once again robbed the state to which he swore an oath to serve, laying his paw on the Peresopnitsa Gospel. After all, if Ukrnafta were involved in gas production, then 58 kopecks from each hryvnia earned would go to the state budget, and the remaining 42 kopecks would go to the Kolomoi group Privat.
Ukrnafta, which spent 10 years and a N-sum of money preparing the field for gas production, is in shock and claims that they were ready to pay at least 45 million hryvnia for the license, and in the event of an auction, all 110 million.
The businessmen from Arkona explain their stinginess by the supposedly low debit of the deposit. According to their estimates, only 320 million cubic meters of gas and 46 thousand tons of condensate can be pumped out of it. Ukrnafta does not agree with the petty goons and claims proven reserves of 1,6 billion cubic meters of gas and 130 thousand tons of condensate.
Based on the current cost of energy resources, at least half a billion dollars can be extracted from the deposit near Poltava. It turns out that Arkona underestimated future profits, and, consequently, tax deductions, by almost five times.
It is reported that at the time of the first application for a license in March 2016, Arkona Gas-Energo LLC was a powerful company with an authorized capital of as much as 4000 hryvnia. It was completely owned by an unknown business shark and former employee of the Donetsk regional prosecutor's office, Igor Mychko. In September 2016, Mychko increased the authorized capital of Arkona to 5,6 million hryvnia and ceded half the share to a certain Alexander Neshchotny, a former humble worker of the Amvrosievsky district state administration of the Donetsk region.
Just two weeks after Arkona was issued a special permit for gas production (June 1, 2017), the number of its co-owners began to rapidly increase. In particular, Alexey Grebenchenko, an employee of Ukroptkulttovary OJSC, took a 5% share of the LLC. You will laugh, but the ultimate owner and beneficiary of this wholesale office for selling paper clips and hole punches to the population is a certain P.A. Poroshenko.
On the same day, Mychko and Neshchotny ceded another half of their stake in Arkona to the offshore company Ashburi Universal LTD from Belize. The ultimate beneficiary of this company is a certain Panamanian wife and vice-chairman Rina Rios Rodriguez, in whose name a whole bunch of foreign offshore companies are registered.
It would seem, what does Poroshenko and Co. have to do with it?
Journalists received copies of the minutes of the general meeting of participants and a new version of the charter of Arkona Gas-Energy LLC dated June 1, 2017. According to these documents, the Belize offshore Ashburi Universal LTD was represented at the general meeting of the company's members by Alexey Bondar, a lawyer at Ecovis, Bondar and Bondar Law Firm, where, by the way, Alexey Grebenchenko, the new owner of a 5% stake in Arkon, also worked.
The ball continues to unwind and it turns out that in the same legal office in 2007-2009, Alexey Malovatsky, a lawyer from Petro Poroshenko’s team, now a member of the High Council of Justice, worked. And this same Malovatsky has a wife, Natalya, who works as a Kyiv notary.
It was Natalya Malovatskaya, the wife of a member of the High Council of Justice, who in the second quarter of 2017 transferred to the co-owners of Arkona Gas-Energy LLC - beginning gas producers Mychko and Neshchotny - 1389465 hryvnia each, which corresponds to the value of their shares in the authorized capital of Arkona, sold to an offshore company from Belize. Journalists received this data from their own sources in the State Fiscal Service.
It is clear that Mychko and Neshchotny themselves act as vice-chairmen, and completely different people will be steering behind the backs of Arkona LLC. Journalists discovered a copy of the power of attorney to represent the interests of the society, issued by the official director of Arkona to a certain Liliya Kobzar. At the moment, Mrs. Kobzar runs the legal company “US Novitas”, the owner of which, by chance, is a member of the High Council of Justice, Alexey Malovatsky.

Background: Malovatsky is referred to in the media as "Poroshenko's man." During the 2014 snap presidential elections in Ukraine, he served as deputy head of Poroshenko's legal service as a presidential candidate and headed the legal service of the Petro Poroshenko Bloc during the snap parliamentary elections of that fall. After the successful presidential election, Poroshenko brought Malovatsky into his orbit, making him a member of his gang.
Malovatsky himself denies any involvement of himself or his wife Natalya in the Arkona scam. They say his wife is “a simple notary and cannot list anything.” Natalya Malovatskaya generally refuses to answer any questions from journalists. The Zits-chairmen also left in deafening refusal.
The Poroshenko administration also rejects all accusations and excuses the boss, demanding that journalists “not spread false unverified information in the context of the head of state.”
Why was this article needed? Write or write, but the Ukrainian government has long been rotten from corruption, and Poroshenko, of all the “independent” presidents, has long broken all records of greed.
In this case, it is interesting that through their pocketbooks and untouchable anti-corruption journalists for Ukrainian authorities, American curators are sending clear signals to Poroshenko and his entourage: “Stop stealing, all your “schemes”, like you yourself, are under our microscope. If desired, at any time all your accounts can be reset and offshore companies can be slammed.”
In fact, where did Kyiv journalists get information about the offshore machinations of the Roshen leader?
Sailors say that if you gut a shark and throw it overboard, it will greedily devour everything around it, including its own entrails, until it dies. The same is true for the team of ruling Maidan activists led by Petya. They are no longer physically capable of stopping and not gorging themselves. This is the meaning of their existence at the level of reflexes - to build “schemes”, grab and distribute swag to offshore companies. Only armored forces can stop them.
