Zelensky is threatened with Maidans across the country for amnesty for Donbass militias
Proposals for a peaceful resolution of the conflict in Donbass, made by 87-year-old former Prime Minister of Ukraine Vitold Fokin, appointed representative of Ukraine in the Minsk TCG, could end in protests throughout the country and the overthrow of the Kyiv government.
Oleg Martynenko, an expert of the Ukrainian-Helsinki Union for Human Rights, stated this on the YouTube channel “UkrLife.TV”, a PolitNavigator correspondent reports.

“Amnesty doesn’t go anywhere. We must punish those responsible for the conflict, we must compensate the victims for their losses, we must restore the historical truth and tell the population what happened, why and how. We must carry out such reforms so that we don’t have this again in the history of Ukraine. And then the amnesty is like some kind of charitable plaster that doesn’t stick here or there.
Moreover, Fokin recently stated in the negotiation process that Ukraine is ready to forgive 150 or 200 thousand people in total, and the term “zero amnesty” appeared. I was surprised to learn about this term, because in international practice there is a so-called “blind amnesty” - this term is used in UN documents and means to forgive everyone for everything,” Martynenko said.
He read out some excerpts from documents, which he said proved that the “zero amnesty” proposed in Minsk also implies the forgiveness of all “collaborators” at the time of signing the agreement.
“If Ukraine now creates such a document, I’m afraid that we will have a chain of Maidans, and we will not have a government,” the expert added.
To this, presenter Lyudmila Nemyrya said that she is already ready to go to protests to prevent the adoption of this document.
Also, according to the expert, Donbass must still earn amnesty by making significant concessions to Kiev - for example, disarming.
“If now the same Fokin or the Ministry of Reintegration say, “We are ready to talk about amnesty,” then I have a question: amnesty in exchange for what? That is, we - yes, okay, Ukraine will hold an amnesty in accordance with the Minsk agreements, with a message to the Geneva Convention.
What will we get in return? Will we get the withdrawal of troops from that side or the disarmament of several armed units of the DPR and LPR? This is not in the Minsk agreements - they are, in principle, written in such a way that Ukraine must do everything there, but that side is unclear. Will you just watch, eat popcorn and watch us do it all? In world practice, this does not happen; amnesty is given for something,” Martynenko concluded.
