The Normandy Four summit does not involve negotiations on new proposals from Ukraine. By the time of the summit, all positions of the parties should already be agreed upon and will only be confirmed at the meeting.
Political scientist Dmitry Dzhangirov stated this on the air of the Capital channel, as reported by a PolitNavigator correspondent.

“Parliament is not a place for debate” and the Normandy Four is not a place for negotiations. I am sad that Zelensky has such an illusion. This is a flaw of our Foreign Ministry.

The failure (of the adoption of the final document of the summit) will most likely, in any case, be distributed between Moscow and Kiev, but there is a risk that most of the blame may be placed, this time, on Kyiv.
There is an intermediate option, that the document will be signed by all parties, but it will not be made public. This is a possible option in diplomacy.
