Kyiv, July 01 (Navigator, Victoria Litovchenko) – The Verkhovna Rada, on the third attempt, adopted the law “On state assistance to business entities.”

According to the Chairman of the Committee on Entrepreneurship, Regulatory and Antimonopoly Policy Alexandra Kuzhel, the adoption of this bill is a requirement of the European Union. According to her, its adoption is connected with the fulfillment of “the requirements of European integration.” She noted that the preparation of the legislative act took place jointly with the European Commission.
“After three years, in order for the state to have the opportunity to adapt, a system of state monitoring and evaluation will be introduced through an authorized assistance body,” Kuzhel said.
As stated in the explanatory note, “the purpose of the proposed bill is to create in Ukraine the institutional, legal and organizational foundations for the functioning of a transparent system of state aid, which should ensure minimization of the negative impact of state aid on competition and international trade, and contribute to the creation of equal conditions for the activities of business entities in the commodity markets of Ukraine , stimulate government support for the regional development of underdeveloped regions, the implementation of important national projects, technical development and innovation.”
Despite Kuzhel’s arguments that the adoption of this decision would not harm small and medium-sized businesses, the first vote for it yielded only 222 votes. Speaker of the Verkhovna Rada Alexander Turchynov explained this result as “disorganization.” A repeat vote did not improve the result much: 223 votes.
The Antimonopoly Committee spoke in support of the document, as well as UDAR deputy Pavel Rozenko proposed returning to consider the issue, since it provides “European tools” for working with business. In turn, representatives of Svoboda demanded that the coalition deputies be forced to work. “Is it really possible that one voice will stop us on the way to Europe,” Turchynov appealed. After that, on the third attempt, the decision was made.
