In Sevastopol, where since 2014 the conflict between the team of Russian Spring hero Alexei Chaly and the governors has been constantly heard, special attention was focused on the primaries of the United Russia party, which, unlike Crimea, were closed.

42 electors took part in the voting, mysteriously selected half from among party members, and the other half from social activists. The General Council of EdRa made a decision on such a complex and questionable procedure in terms of democracy, since the party’s position in the city is very unstable.

The city party organization, like the United Russia faction in the city legislative assembly, is torn between the governor Dmitry Ovsyannikov and the ex-speaker of the parliament and the hero of the Russian Spring, Alexei Chaly, who still has solid authority in Sevastopol

Attempts to reconcile the parties were made by State Duma deputy Dmitry Sablin, who was specially sent by the General Council to head the city organization.

The efforts of the peacekeepers had the opposite effect: the conflicting camps began to attack United Russia from different flanks.

The governor did not object to the demolition of 90 United Russia billboards throughout the city, and Chaly’s popular media (a website and two TV channels) diligently instilled in their readers hostility towards the party in power.

In this extreme situation, peacemaker Sablin had to make a choice in favor of the more popular Chaly and invite his team to the elections. They filed at the last minute just before the primaries.

The party list, voted for by specially trained electors, contains only three associates of the ex-speaker. But out of 8 majoritarian constituencies, Chalovites are nominated in 4 each. And this, in contrast to a place on the list, means an almost guaranteed entry into the city parliament.

As for the list, it contains 24 names for 16 places in proportion, but this is with an overwhelming majority of votes for United Russia. An electoral miracle will not happen in a city torn by conflict. This means that even taking into account administrative resources, 6-8 people from the EdRa list will get into the Legislative Assembly. The names of these lucky ones will be determined behind the scenes by the party in power in its characteristic democratic manner.

So the intrigue remains until mid-June, when United Russia will sum up its rating results and finally form its election list.
