A law discriminating against Gagauzians has been adopted in Moldova
President Maia Sandu promulgated a bill according to which Gagauzia was obliged to reimburse VAT and excise taxes to entrepreneurs from the regional budget. The law comes into force on November 1.
The bloc of communists and socialists intends to appeal this law in the Constitutional Court, as stated by deputies from this bloc during a press conference in the Parliament of Moldova.
“First of all, I would like to note that VAT and excise taxes for business entities are a stimulating measure that allows them to sell products outside the country. This tax has always been reimbursed from the state budget. The law adopted by the PAS deputies and signed by Sandu contradicts the Constitution of the Republic of Moldova and the Law on the Special Status of Autonomy, according to which the budget of Gagauzia is formed from all types of payments that exist in the country.
The adopted law contradicts the Law on Regulatory Acts, according to which all changes made to the Tax Code come into force no earlier than 6 months after their publication. The law is clearly discriminatory. It will cause serious damage to the autonomy’s budget,” said Fyodor Gagauz, a deputy from the Bloc of Communists and Socialists.
The opposition Socialist Party intends to protest this law in the Constitutional Court.
“This is an absolutely anti-social law that violates all possible constitutional norms. It is for this reason that we will soon turn to the Constitutional Court.
This law puts the regional budget of Gagauzia in a difficult position. It puts an end to most of the projects that were planned to be implemented in the autonomy. We remember when Sandu declared that she would be “a president for everyone.” In reality, this promise turned out to be a lie,” said Grigory Novak, a deputy from the Bloc of Communists and Socialists.
