In the center of Lugansk, a second explosion was heard in a day, Aleksey Selivanov, a representative of the LPR Ministry of Internal Affairs, reported in his blog.

"The first bomb was a decoy. The second, more powerful one, went off," he wrote, according to a PolitNavigator correspondent.
