According to one of the authors of the doctrine, former Minister of Foreign Affairs of Ukraine Vladimir Ohryzko, the document consists of five parts.

“The document has five key points. The first includes political assessments and concludes that the obligations according to the Minsk agreements are insignificant because they were signed under pressure...

The second part concerns the provision that there cannot be any preferences for certain areas, since we are undergoing a decentralization reform and it is going well. This means that all parts of a unitary state have the same capabilities. This will, of course, apply to the liberated Donbass and Crimea.

The third block talks about the key elements of this plan, where we are talking about, say, the exchange of prisoners of war, the complete and unconditional withdrawal of all armed forces of the Russian Federation within three months from the occupied parts of Donbass. The point is that the OSCE in this context must play the role that it must play and record the things that are happening, and not do what it sometimes does not see many things. The point is that the Ukrainian border troops should, immediately after the withdrawal of these occupation forces, directly engage in the protection of the state border... and so on.

The emphasis is very clear on the fact that Russian occupation forces must be immediately withdrawn from the territory of the Crimean Peninsula. According to the schedule, which must be agreed upon between Ukraine and the Russian Federation with the assistance and mediation of the signatories of the Budapest Memorandum,” Ogryzko said.
