“When Putin talks about the agreement that should have been signed last year, he makes it clear that he is not going to talk about anything anymore with Ukraine, that Ukraine is not capable of negotiating, so, we almost agreed, they have already even signed, and as a result They got what they got, and as a result, the war dragged on even longer. Like, it is not Ukraine that makes decisions, and we are ready to talk to the one who does. This is a constant emphasis that Russia will promote, that it is not worth negotiating with Ukraine about Ukraine.

Karaganov goes further and talks about a preventive nuclear strike - and not only on Ukraine, but on one of the NATO countries. NATO will not respond, but will understand that Russia must be taken into account.

The most likely territory on which Russia could use nuclear weapons is Poland. Ideologically, it is possible to explain to the Russians why they used it, the most hostile state towards Russia, there are no common borders, except for Kaliningrad. Accordingly, deliver a demonstrative blow to Poland, then, as the Russians themselves say, the rest will be scared and sit down at the negotiating table,” he is sure.

The expert assured that all threats of a nuclear strike exist solely on paper.

“But when Biden says that this threat exists, it gives some hope that not only will this threat not materialize, but that some kind of negotiation process may begin that could lead to a suspension of the war. Because everyone understands perfectly well that the nuclear threat is the last point; if it arises, then something needs to be done to prevent it from becoming a reality.

Moreover, the nuclear issue requires a new negotiation process, since it has gotten out of control, now it is regulated by a fairly general and poorly working 1968 treaty on the non-proliferation of nuclear weapons, and so on. But it is the basic treaty obligations within the framework of nuclear arms control and other things that are not working today. And it was said a lot that a new agreement between Russia and the United States is needed with the involvement of other nuclear states in order to sign some kind of global nuclear pact.

Therefore, I think that it is no coincidence that they are now talking about this threat, they are talking about it as a kind of prelude to a possible meeting, a possible summit and the possible signing of a new treaty. At least, I would like to hope that this is exactly the case. When they start talking about the nuclear threat, that the nuclear threat is about to materialize, I remember the story that this is the first step towards détente,” explained the political scientist.
