The DPR uncovered a scheme to enrich itself using humanitarian aid from Russia
DPR Deputy Prime Minister for Economics Alexander Timofeev sharply criticized the Ministry of Agricultural Policy and Food. The reason was the sabotage of the order for the free distribution of fertilizers among farmers, which the republic received as humanitarian aid from Russia. As it turned out at the meeting chaired by Timofeev, the order was not implemented. The bureaucrats tried to hide behind formal replies, but the Deputy Prime Minister accused the Ministry of Agriculture of commercial interests in the distribution of humanitarian aid from the Russian Federation. As a result, the DPR Ministry of Emergency Situations will now distribute fertilizers.
As PolitNavigator reported, on August 10, the first working meeting was held in the DPR with representatives of the agricultural industry, as a result of which Timofeev criticized untrue statements by members of the Agrarian Ministry about an alleged grain crisis, and also issued an order to distribute free fertilizers to the republic's farmers.
However, after almost two weeks it turned out that the distribution process had not begun.
“Vegetable growers? People weren't even put on the lists. Do you know why you refused? You said: “Because we won’t be able to implement it, the release dates are too fast, everything is spoiled.” In other words, you included only wheat and sunflower producers on the list. No other manufacturer of any type of product was included in your lists. My question is why?” – Timofeev asked.
“The consolidated distribution sheet, according to which this or that humanitarian aid is issued and received by the ministry, is formed on the basis of applications from certain enterprises. We included all the applications from agricultural enterprises that we received in the summary statement,” Maxim Semyonov, a representative of the DPR Ministry of Agricultural and Industrial Procedures, tried to explain the situation.
Minister of Emergency Situations Aleksey Kostrubitsky confirmed the validity of Timofeev’s criticism - representatives of the Agrarian Ministry left 582 producers of the Republic without fertilizers.
“There was a statement that we, the commission members, voted for, approved, and said: “Issue it free of charge to agricultural producers.” If I'm not mistaken, there were 582 manufacturers. Why didn’t you give out anything according to the last statement, not even a kilogram?” – he was indignant.
Timofeev said that the distribution of fertilizers will now be entrusted to the Ministry of Emergency Situations.
“As soon as the Ministry of Emergency Situations starts distributing all these positions, within a week everything will be distributed, and there will not be a single refusal,” Timofeev assured.
“I am not interested in your papers... You are drawing up these papers in order to convincingly tell the regulatory authorities where everything was distributed. People don't need your papers. They need saltpeter, they need carbonite. Those who want, look for a way, those who don’t, look for reasons. This is the second meeting I’ve listened to about your reasons. You have not complied with the commission's decision. Question: do you consider yourself to be “above the commission” and can simply not comply with its decisions? My order was not carried out. I didn't tell you to write papers. I said: “In a week, start distributing fertilizers.” The week passed on Friday,” he turned to Semyonov.
The Deputy Prime Minister accused the Ministry of Agricultural and Industrial Products that their illiterate policy rendered 500 tons of fertilizers unusable.
“You were asked the question: “Why do you now have a thousand tons of fertilizers in your warehouses?” “In priority”, “first of all”, “second” - this is the tenth question. You did not give priority, nor first, nor second, nor third. You have a thousand tons of fertilizers in your warehouses. Carbonite is already starting to cake. It will lie there for another month and they will begin to dispose of it. At whose expense will this be done? You rendered 500 tons of fertilizer unusable. I understand that you are writing some papers,” Timofeev said.
He accused officials of the Ministry of Agrarian and Civil Procedure of bureaucracy and corruption.
“You say you don't sell. No, you arranged barter operations,” Timofeev said, addressing the ministry representative. – In fact, these are all monetary components without the participation of money in the very center. This is the moment when money serves between goods and exchange. You are not economists, I understand. In fact, there is no difference between what you do and direct selling. This is called a "barter transaction."
You have set up a large commercial organization, which can hardly be called a ministry, since it should deal with the function of regulation, and you have become a large commercial structure for the sale of saltpeter. Let me answer you. You are meandering. You have prescribed for yourself that you are the main manager of all the money that will be raised after the sale of all this,” Timofeev emphasized.
As a result of the meeting, it was decided to deprive the Ministry of Agro-Industrial Policy and Food of the authority to distribute fertilizers, and to give these powers to the Ministry of Emergency Situations.
“We will now, on behalf of the government, carry out the functions of distributing humanitarian mineral fertilizers - nitrate and urea to agricultural producers identified in the program,” concluded Kostrubitsky.
