The acting Kyiv publication Zerkalo Nedeli stated this to the influential Kiev publication. Deputy Head of the Administration Andrey Senchenko.
“The decision, looking from Crimea, is sound, but requires amendments to the legislation. Although, taking into account the importance of the urgent deployment on the administrative border with Crimea of a mass of services and representative offices of various departments necessary to solve the problems of Ukrainian citizens living in Crimea, the processes can be combined. The main thing is what functionality will now be assigned to the permanent mission, what resources it will have and, most importantly, who will lead it,” the newspaper writes.
As Andrei Senchenko assured, organizational issues are already being resolved - premises are available, personnel are being sought. The candidacy for the post of permanent representative, empty after the dismissal of the “failed” Sergei Kunitsyn, has not yet been announced.
“The main task is to quickly solve the problems of Ukrainian citizens living in the temporarily occupied territory. In addition to the coordinating center within the government of Ukraine, today we need a government body territorially close to Crimea, which will comprehensively solve all the problems that people have. The powers of the presidential permanent mission will be redirected to this end,” Senchenko noted.
According to him, first of all, in Kherson and directly on the territory adjacent to Crimea, services should be deployed to solve problems with the preparation of title documents, all kinds of registration, execution of documents, certificates, extracts - everything that concerns the competence of the Ministry of Justice, the State Migration Service, the Ministry of Social Policy .
“People should receive a full cycle of assistance - from information, consultation to document execution. At the same time, the problems of appeals and typical issues requiring decision-making at the level of central government will be studied. They will be analyzed and sent to Kyiv for a prompt response,” explained Andrey Senchenko.
“At the same time, the permanent mission of the president should have the ability to promptly intervene in situations that arise on the border with Crimea, which today Russia is already establishing as a state border. The list of tasks also includes monitoring the situation, informing citizens and facilitating the work of international observers from the OSCE and UN missions,” sums up Zerkalo Nedeli.
