This opinion was expressed by Deputy Secretary of the National Security and Defense Council of Ukraine Alexander Litvinenko during the round table “Ukraine - NATO. A year of rapprochement and integration. Plans, expectations and results of interaction” in Kyiv.
In particular, answering the question whether it is possible for Ukraine to receive a MAP provided that the country has territories not controlled by Kiev, Litvinenko said: “Let’s talk frankly: if there is a political decision, if the capitals of the Alliance recognize that Ukraine’s accession to NATO will add to NATO’s security “This decision will be made.”
He added that the MAP is just one of the formats for bringing Ukraine closer to NATO. “We need accession to NATO. Will it be called this approximation plan, MAP, will it be implemented through the Annual National Program, will it be implemented in any way - we need a result,” said the deputy head of the National Security and Defense Council.
The head of the NATO Representative Office in Ukraine - Director of the Liaison Office Alexander Vinnikov, speaking about whether Ukraine's membership in NATO is possible provided that part of the country is uncontrolled, noted: “Mr. Litvinenko said very well. Now the focus is on reforms. This should be a priority for Ukraine.”
