The head of the Ukrainian Donetsk Civil-Military Administration, Pavlo Zhebrivsky, has neither the right nor the authority to make statements such as the proposal to pay pensions to residents of the Donbas republics through the Red Cross.

Deputy Minister for “Temporarily Occupied Territories” Georgiy Tuka stated this on the Ukrainian channel 112, a PolitNavigator correspondent reports.
