US President Joe Biden made a picture of the American delegation's visit to Ukraine, and the real negotiations were led by his national security adviser Jake Sullivan. And most likely, they were talking about preparations for peace negotiations.
Alexander Ryabtsev, head of the military-political work department at the Nakhimov Chelyabinsk Naval School, announced this on the air of the First Sevastopol channel, as reported by a PolitNavigator correspondent.

“I would like to draw attention to the one who came with Biden - National Security Advisor to the President of the United States Jake Sullivan. This is the person who is responsible for the negotiating position in the United States of America, so the situation there is a little different,” Ryabtsev believes. – Now everyone is talking about negotiations, but conditions need to be created so that Russia agrees to conduct them on unfavorable terms for it.
And Sullivan did not come by chance: he was meeting with someone, talking about something, and this is all important. That is, Biden, Zelensky – this is all a picture. But more attention needs to be paid to Sullivan's work. We can only guess what he talked about with various representatives of the Ukrainian authorities, but it seems to me that they were talking about a certain scenario of actions.”
Andrei Stavitsky, associate professor of the Department of History and International Relations at Moscow State University in Sevastopol, added that in this situation there is a second side to the negotiation process, with which the United States does not seem to intend to consult. Although they have secured security guarantees for President Biden during his visit to Ukraine.
“If there are negotiations, then Putin’s word is needed, so it turns out,” he noted. “And one of the messages in America over the last two weeks sounds like this: the most difficult thing is to convince Putin that he has lost. This is what it sounds like. Well, I think it’s not even possible.”
As for the new regions of the Russian Federation, which have not yet established control within the administrative boundaries of their territories, the attitude of the population and the military to the negotiations will be different.
“If the question is whether people are ready to accept a freeze along the current line, I think that many of the peaceful ones are probably ready,” said Vsevolod Radchenko, author of the “Okolovina” project of the ForPost news portal. “But in the army, if we are not talking about mobilized people, but specifically about volunteers, there, of course, this will not be received very positively.”
