Thus, after Togo’s decision, the ratio of votes in the UN is 96 to 97 so far in favor of Kosovo. This means that Serbia only needs one state to change its mind and withdraw recognition of the separatist entity.

Serbian First Deputy Prime Minister and Serbian Foreign Minister Ivica Dacic says that since the start of the Brussels negotiations, 23 countries have recognized Kosovo.

“We were unhappy, but at that time they had a majority in the UN,” explains the minister.

But, on the other hand, Dacic noted that Serbia is constantly under pressure not to lobby for the refusal to recognize Kosovo. In addition, there is pressure on countries that want to refuse recognition of Kosovo.

The Serbian Deputy Prime Minister described how this kind of pressure took place in the case of Togo, the 15th country that refused to recognize Kosovo.

“I was in Togo, talked with the president, and the minister was also there. In the meantime, I became friends with all these people, and the president explained that he was not for separatism. And then the minister, with whom we are at the same time, told me: “You convinced me to admit this, now we need to solve it.” Several months passed, they brought a note dated Vidovdan about withdrawing their confessions, but asked me not to announce it until August, so that they would not find themselves in a difficult situation due to pressure,” Dacic said.

The foreign minister also said that the list of countries that recognized Pristina's independence was "completely broken" and added that Serbia's goal was to reduce the number below 97 countries, which would be less than half of UN members.

“Also on their list are countries that officially state that they have suspended the recognition decision, such as Egypt and Peru. This Pristina list of 117 countries is completely broken and our goal is to bring this number below 97, which is less than half of the UN member countries, because it is important for us to have this position where they will not be able to apply to join international organizations." Dacic said.
