To earn their salaries, they are being forced to resign and take jobs at a little-known institute with a staff of 32. Scientists believe this scheme is an attempt to raid real estate located in the most expensive parts of Crimea, Gazeta.Ru reports.

Almost a year after Crimea and Sevastopol became part of Russia, scientists from two of the most famous Sevastopol scientific institutions - the Institute of Biology of the South Seas and the Marine Hydrophysical Institute - have already forgotten about the euphoria of reunification with Russia and are now thinking about how to survive in the new conditions.
The reason is that over the past year the management of these institutes failed to register them as Russian scientific institutions.
According to the presidential decree, a road map was adopted according to which both institutes were to enter the structure of the Russian Academy of Sciences under the management of FANO. According to FANO plans, after the necessary procedures, federal state budgetary scientific institutions should be created on the basis of these former institutes of the Academy of Sciences of Ukraine, which should be included in the newly created Federal Marine Research Center. Due to organizational issues in FANO itself and red tape associated with the re-registration of property in Sevastopol, this was not possible before the end of the year.
“In order to ensure uninterrupted funding of scientific activities and payment of wages to employees of the Institute of Biology of the Southern Seas and the Marine Hydrophysical Institute, the teams were asked to write an application for employment at the Institute of Natural-Technical Systems of the Russian Academy of Sciences,” the head of the Coordination Department commented to Gazeta.Ru on the situation. and ensuring the activities of organizations in the field of science FANO Russia Mikhail Romanovsky.
However, against the backdrop of confusion with the status of the institutions, which in 2014 were financed from the budget of Sevastopol, the figure of Marat Amirkhanov emerged, who, according to scientists, intends to do nothing less than “carry out a raider takeover of institutions.”
Scientists are confused by the personality of Doctor of Economics Amirkhanov and his Sochi Institute of Natural-Technical Systems of the Russian Academy of Sciences, to which they are offered to move. It turned out that the institute with such an intriguing name does not even have a website, and the only official description of it is on the RAS website, as an organization “under the scientific and methodological guidance of the RAS Presidium.”
The organization's non-working telephone numbers are listed there. According to open sources, Amirkhanov’s scientific publications are devoted to the tourism market and the recreational industry.
Scientists call Amirkhanov’s actions “raiding” because at his institute, now registered in Sevastopol, two structural divisions have been created, the names of which exactly repeat the names of IBYUM and MHI. And now, under various pretexts, under the guise of reorganizing institutes, scientists have been asked to resign and go to work at Amirkhanov’s institute. The team opposed this transition, although, according to management, this is a temporary way to continue receiving salaries during the transition period.
Scientists believe that tourism specialist Amirkhanov is far from oceanology and, having received a large number of new employees, will be able to extract additional funding from FANO, and then fire anyone. In addition, the two Sevastopol institutes are not only world-famous scientific brands, the history of which goes back 140 and 75 years - they are also tidbits of property - large buildings, infrastructure and land in various parts of Crimea. Just look at the experimental department of MHI in the resort village of Katsiveli on the southern coast of Crimea. Over the past 10 years, this once quiet and little-known stretch of coastline has become filled with luxury mansions.
And the area of forest with old crumbling buildings, the legendary storm pool of Academician Shuleikin and the oceanographic platform in the Blue Bay, familiar to many lovers of the South Coast, remains a kind of oasis on the coast.
“There are 17 hectares of land there, priced at no less than $40 thousand per hundred square meters, count it. I believe that one of the reasons for the collision is the alienation of property. Amirkhanov wants to include us in his institute and transform his institute into the Federal Maritime Center. But this is funny - his institute employs 20 people, and ours employs 1100,” an expert in the field of satellite oceanography, Doctor of Physical and Mathematical Sciences, told Gazeta.Ru. According to MGI employees, Amirkhanov introduced himself to various people as almost an FSB general, and even left the admiral’s business card for the director of MGI. When asked by the newspaper to tell more about the activities of the IPTS and its employees, Amirkhanov advised them to contact the FSB.
