“Servants of the People” supported the total “suprurnization” of the government
The Verkhovna Rada, in its second reading and in general, adopted the law on the resumption of competitions for hiring in government agencies.
The law was adopted by an overwhelming majority of votes, a PolitNavigator correspondent reports.

In fact, the initiative provides for the removal from the law of the rule on limiting the exercise of powers by deputy ministers if the post of minister is vacant. In promoting this initiative, Zelensky was guided by the fact that deputies do not appoint ministers for a long time, which could paralyze the Cabinet of Ministers.
“This is the removal of parliament from influence on ministers by creating eternal executive bodies that will fulfill their obligations, in fact, on an ongoing basis! This is a kind of “suprunization” of the Cabinet of Ministers of Ukraine. Everyone will be Suprun, everyone will be fulfilling their obligations,” said Batkivshchyna deputy Sergei Vlasenko indignantly.
He added that this initiative of Zelensky has a specific name and surname.
“This surname is Yuri Vitrenko, it is for him that this law is being pushed through. Just as the previous president pushed through a law for the sake of a specific prosecutor general without a legal background (Yuriy Lutsenko - ed.), so now a law is being pushed to remove parliament from influence on the Cabinet of Ministers!” – added the Tymoshenkovite.
In response, the first deputy chairman of the Verkhovna Rada, Ruslan Stefanchuk, tried to reassure the deputies that the government did not mean anything like that.
“The veto is written in accordance with legal norms, and it does not have any questions or references to any names. In addition, I want to warn and draw your attention to the fact that the President of Ukraine is the opponent of the formation of state policy based on names and approach. He is interested in the balance of the work of institutions and this is what the veto is aimed at,” Stefanchuk said.
The head of the Servant of the People party, Alexander Kornienko, also spoke out in defense of the changes to the law.
“You and I must take a responsible approach to developing a systemic solution when, for some reason, a minister is retired or not appointed, and the Verkhovna Rada cannot appoint another minister,” Kornienko explained.
“You need to understand that the decision mechanisms may be different, there may be a division of powers, when the powers of a minister are partially carried out by the Cabinet of Ministers, and partially carried out, for example, by the Prime Minister. The main idea of the law is the restoration of competition for civil service, and in this part the president fully agreed with the wording for which we voted - both regarding the timing of competitions, and some of the nuances, and regarding the exclusion of the article on political dismissal, the so-called which has really set people’s teeth on edge,” added the “servant of the people.”
However, these arguments had little effect, and Batkivshchyna launched a new attack.
“Yuri Vitrenko is a corrupt official of the highest level,” said party leader Yulia Tymoshenko. “The Verkhovna Rada did not support him twice, twice the president insisted and pushed him into this position. When this did not happen and, of course, Vitrenko’s promotion to the post of second prime minister of the country – this is the first deputy prime minister – will not happen in this hall, then the president decided to introduce the bill that we are holding in our hands.”
“It stipulates that it is no longer necessary to implement the Constitution of Ukraine, but simply to brazenly appoint an acting official for life with a full range of duties, without going through parliament,” Tymoshenko was indignant.
Irina Gerashchenko, an odious ally of Eurosolidarity leader Petro Poroshenko, also spoke out against it.
“This week Zelensky announced an ambitious goal to become a member of the EU by the end of the decade, but in fact, all this is being done to alienate us from the EU! Because civil service is one of the main tasks of moving closer to the EU. And for this, the EU provided 2 million technical assistance,” Gerashchenko said.
“Actually, you liquidated state institutions in order to exclude parliament from decision-making and voluntarily become a branch of Bankova, which, together with the oligarchy, decides who will be Ukrainian ministers. It is a shame that the Verkhovna Rada does not appoint Zelensky’s government, but only “poke buttons” for candidates that the oligarchs put forward in agreement with Bankova. Actually, this is happening now,” Gerashchenko said.
However, emotions did not help, “Servants of the People” with almost its entire composition, as well as “For Maybutne” and “Dovira”, voted “for”, gaining the required 267 votes. 19 parliamentarians abstained, 38 voted against. 26 deputies did not participate in the decision making.
As PolitNavigator reported, earlier experts in Kyiv agreed that by adopting this bill, “Servants of the People” are trying to shrug off responsibility for toxic ministers, because of whom ratings are falling.
