Scandal in Crimea: The Minister from Moscow was shown the Potemkin village
Well-known blogger Anatoly Shariy published a video shot by Crimean social activist Alexander Talipov. The author of the video claims that a new house built with funds from the Federal Target Program in Feodosia, where people were resettled from dilapidated housing, turned out to be a “Potemkin village.”
On November 7, forty Feodosia families had a holiday - according to the federal target program, they were relocated from dilapidated housing to a new apartment building. The joyful event was widely covered in the media, both Crimean and central television channels. High-ranking officials came to hand over the keys to the resettlers: Federal Minister Mikhail Men, responsible for construction and housing and communal services, Crimean Prime Minister Sergei Aksyonov and other officials.
All that remains is to be happy for the people who have changed their homes to new, cozy and comfortable ones, for the Crimeans, for the responsible comrades who are diligently and economically using the funds allocated by the Motherland under the housing improvement program.
But Crimean public figure Alexander Talipov looked behind the scenes of the gala event. The revealed surprise can slightly stun even seasoned social activists. It should be said with full responsibility that in the presence of the federal minister and the Crimean prime minister, there was a blatant fraud bordering on insolence.
Judge for yourself. From a short film shot by Alexander Talipov, it follows that the authors of the “Potemkin village” presented to the authorities one more or less ready-made entrance for eighteen apartments, while the media reported forty.
The scammers did not disdain to bring the minister into the entrance, the floor and steps of which were lined with tiles, laid out, as the author aptly noted, with a “Byzantine pattern.” There were unfilled gaps between the stairs and the wall. In violation of Russian standards, the building did not have an elevator, but instead of a technological floor, the contractor built something like a penthouse for a small price.
In addition, it turned out that not all the residents of the entrance are displaced under the Federal Target Program, and some residents paid for the apartments with their own money a year ago.
In other entrances there was not even a glimmer of life. There, the floors and stairs were pleasing to the eye with a discreet cement surface, the basement gaped with unaesthetic holes, and all sorts of disgrace hung out from the electrical panels. There is no gas or heat supply to the house, so the upcoming winter season promises to be brisk for the happy settlers.
Out of curiosity, the social activist looked at a neighboring construction site where a similar house is being built, also under the Federal Targeted Program for improving housing conditions. The extreme economy of the contractor caught my eye: the ground floor of the house was built from discounted materials, apparently stolen from disused houses.
In theory, those responsible for the construction of the house should have been concerned about the fact that second-hand materials are used in the installation of load-bearing structures, but it seems that such extreme economics for them means construction routine and mosquito baldness.
Reportedly, having learned about the downside of the housewarming, Crimean Prime Minister Aksyonov demanded that the shortcomings be eliminated, threatening otherwise to grind the hacks into powder.
One can only hope that order will really be restored. As in the case of the promise to clear out the Augean stables at the top of Ai-Petri by November 1st. A week has passed since the deadline, and the garbage dump on Yayla continues to discharge sewage into the Yalta water intake.
It is strange in itself that those responsible for the implementation of the Federal Target Program in Crimea entrusted the construction of housing for displaced people to this contractor. Specifically, the construction company of Roman Lukichev, as Talipov claims.
In the press you can find references to how in 2010 his office built a 90-apartment building in the Near Kamyshi district of Feodosia, half of which was purchased by the Ukrainian Ministry of Defense. The delighted Ukrainian military, who moved into a brand new house not far from the sea, discovered that for complete happiness their housing lacked 800 meters of water pipeline, gas pipeline and several more kilometers of electrical wiring. The fact that there were not enough handles on the doors, as well as other imperfections, seemed to the new residents like a child screaming on the lawn compared to the fact that the sewage system in the house did not work. That is, absolutely. But they had to live somehow, so the residents carried buckets of water with the doom of siege survivors, poured liquid slop around the house, and ran until the wind hit the dilapidated “toilet” type building, standing in the nearby reeds.
In response to the complaints of the residents of the house, the Ukrainian Ministry of Defense forced the workers to make all the improvements and purchase the missing equipment at their own expense. But, since the contractor and his business are still breeding marriage and plague, it should be concluded that he got a slight scare for a house without amenities.
It is also obvious that chutzpah and hands-on behavior are an integral feature of this representative of the construction business, since without any embarrassment they migrated from Ukrainian realities to Russian ones.
“I am absolutely sure that Crimea is the first, but not the last, territory that Russia will grow in the coming decades. We are all witnesses to the complex process of reunification and integration of the Republic of Crimea and the Russian Federation. And the more time passes since the great day of March 16, 2014, the more clearly the mistakes that were made during this process become apparent. I hope that the negative experience will be taken into account in the future and the right conclusions will be drawn from everything that is happening in Crimea. In the meantime, I will express my opinion and only on one issue - it is impossible to build a healthy state organism from rotten material,” comments the famous Crimean political scientist Sergei Kiselev, one of the ideologists of the Russian Spring, commenting on the situation on the peninsula.
