Political scientist Vladimir Fesenko stated this on the air of the Kyiv Channel 5.

One of the government leaders said cautiously: “the police do not help in carrying out the ATO in Donbass.” But in fact the police are on the sidelines. “And here we come to a very dramatic situation. Unfortunately, in my opinion, today, firstly, law enforcement agencies in the Donbass do not actually work for the state. Who they work for is another question. Further.
