Zero declaration will be introduced in Ukraine in order to then force everyone to pay tax on “illegal income.”
Political scientist Daniil Bogatyrev stated this at a press conference in Kiev, reports a PolitNavigator correspondent.

Prime Minister Denis Shmyhal said that Ukraine could introduce zero or one-time income declaration as early as this year. Zero declaration discloses all assets owned by individuals as private property.
Such a declaration may not indicate the sources of origin and value of the declared assets. The declarant must indicate income that was spent on the above property, but on which personal income tax (NDFL) was not paid and pay tax below the regular rate of 9%.
“Zero declaration presupposes universal declaration of income. That is, all citizens of Ukraine will be required, in accordance with this initiative, to submit a declaration of income. The first declaration, the so-called zero one, means that all illegal income received before must be legalized.
But the question here is that according to Shmygal’s statement, it becomes clear that these zero, very first declarations will be checked. And if, let’s say, your income does not correspond to the value that you acquired over the last period, then you will pay a 9% tax on all funds spent on this property.
That is, this is, in fact, a draconian initiative - the lion's share of our citizens receive salaries partly legally, partly illegally, in envelopes. Many who work in government agencies - hospitals, schools, universities - earn extra money on the side. They lack the meager official salary, they are forced to earn extra money,” concluded Daniil Bogatyrev.
