This forecast was voiced at a press conference in Kyiv by Iskander Khisamov, director of the Expert Council analytical center, according to a PolitNavigator correspondent.

“It seems to me that the semi-terrorist, semi-PR antics in Kharkov and Odessa, when they set fire to the office of volunteers, are hints that if the democratic process fails to attract a lot of dissatisfied people, then there may be a terrorist threat, especially in the territories of the eastern regions,” the expert suggests. – And the biggest risk is local elections and the decentralization process, because, judging by the budget outlines, many things will have to be decided locally. And secondly, separatism of various kinds can be layered on top of social decline, fuss or discussion around decentralization and the survival of regions, each in its own way.”
