The extended Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (START, START-3) will apply to the latest Russian Avangard missile systems.
Deputy Minister of Foreign Affairs of the Russian Federation Sergei Ryabkov announced this today, speaking from the rostrum of the State Duma of the Russian Federation, as reported by a correspondent for PolitNavigator.
“Our Avangard hypersonic system, breakthrough in its capabilities, is already being put on combat duty on existing type carriers. As part of the implementation of the current agreement, this system was shown to the Americans. The corresponding counting rule will apply to the new Avangard type warhead. As for other hypersonic systems, including promising American ones, this should become the subject of dialogue,” Ryabkov said.
He stressed that between the two countries “there is room for dialogue, but there is no room for concessions.”
“If we can develop a security equation that suits both sides, it means that at some stage we will be able to achieve predictability and transparency in the field of hypersound. If not, then we will reliably ensure our security, taking into account the significant fundamental military-technological foundations that were created on the instructions of the president,” Ryabkov said.
In July 2019, Vladimir Putin reported that the first regiment of the Strategic Missile Forces began to be equipped with the latest Avangard intercontinental-range hypersonic complex.

According to him, Russia will be able to place the new missiles on ships and submarines.

And compare: 10–12 minutes is the flight time to Moscow and how long will it be to the decision-making centers that pose certain threats to us? This will not be in their favor, at least not today. This is absolutely perfect,” Putin said.
