Russia is not going to import 100 percent substitution
It cannot be said that the import substitution policy proclaimed by the Russian government in 2014 turned out to be ineffective.
This was stated by the Minister of Industry and Trade Denis Manturov, as reported by the PolitNavigator correspondent.
“We often hear statements that the import substitution policy has turned out to be ineffective. I cannot agree with this thesis for one simple reason - more than 20 industry plans that were approved at the end of 2014, during all this time, were implemented exactly within the parameters that were originally laid down,” Manutrov said in an interview with Kommersant.
He emphasizes that Russia has never had plans to replace imports by 100% and calls this approach unreasonable today, even in the current situation when Western countries refuse to supply their units, components, materials and raw materials.
“There is the second half of the world that is ready to do this. To import everything overnight is, firstly, quite expensive, and, secondly, such an approach will not give a positive economic effect.
There is a need for 100% import substitution where it is a matter of national security. We are talking about defense industry enterprises and military products. And this is not a question of economics; this is a question of national security. Believe me, everything is done and will be done based on these principles,” the minister concluded.
