The fact that there is no exchange of detainees between Ukraine and the Russian Federation is the fault of Moscow and the OSCE.
Iryna Gerashchenko, Vice Speaker of the Verkhovna Rada and Ukraine's representative to the Trilateral Contact Group, announced this on her Facebook page , as reported by a PolitNavigator correspondent.
