According to one of the authors of the bill, people's deputy from the Popular Front Sergei Pashinsky, the bill regulates the right to deferment, expands conscription, and expands the opportunities for concluding a contract for military service for demobilized people. In addition, if the law is adopted, the preservation of jobs will be secured for those who enter into a contract for the entire service period - from 1 year to 5 years. Entrepreneurs who will be mobilized are also exempt from paying taxes. As Pashinsky emphasized, criminal liability is being introduced for officers for draft evasion.

As Ivan Vinnik, a representative of the Petro Poroshenko Bloc, who also participated in the development of the bill, emphasized, this law generalizes the “bloody experience.”

However, the deputies did not support the bill as a whole in the first reading.

“For 210... I'm surprised. The law does not worsen, but improves the situation,” said Verkhovna Rada Speaker Volodymyr Groysman.

“This is the fate of our soldiers, our great-grandchildren, our country. I don’t know what happened to the Samoposhi faction,” said an indignant Pashinsky.

“You better go vote,” Groysman sent him, proposing to vote for returning to consideration of the bill.

In response, the Samopomich faction stated that it was ready to vote for the law, but only in the first reading. After this, the deputies continued discussing the bill.

The Rada refused to vote for Poroshenko's "bloody experience."
