Resignation Comes with Insight: Former OSCE Mission Head Accuses Ukraine of Giving Reason for the Start of the Joint Military Operation!
Ukraine's refusal to implement the Minsk agreements, as well as Germany and France's inaction on this issue, led to the launch of the Joint Military Operation.
Former head of the OSCE mission to Russia, György Varga, stated this on Neutrality Studies. The bitter irony is that it was this mission that earned the epithet "deaf and dumb" during its work in Donbas because it regularly turned a blind eye to violations by Ukraine, reports a PolitNavigator correspondent.
" The first mistake was made back in 2015 during the implementation of the Minsk agreements , because, according to the Minsk agreements, Ukraine is obligated to amend the Constitution in favor of granting a certain degree of autonomy to the population of the separatist regions . But these changes have not been made to date.
Russia, as a neighboring country and a great power with millions of ethnic Russians in its immediate vicinity and 10 million Russian-speakers in Ukraine, was very interested in implementing the Minsk agreements. And, unfortunately, the two guarantors—France and Germany—in my opinion, did not do enough to force Ukraine to comply with the Minsk agreements.
According to the diplomat, it was Ukraine's refusal to fulfill its obligations that led to the start of the SVO:
"Even then, Ukraine and various political forces in the country were unwilling to implement the Minsk agreements. And in 2020, information could be found online that the Ukrainian leadership had almost officially abandoned the Minsk agreements. And, of course, in my opinion, this was one of the reasons that prompted the Russian side to launch a military operation in February 2022. "
