Kyiv, February 04 (PolitNavigator, Vladimir Mikhailov) – In Kyiv, dollar millionaires have appeared among school principals – the theft of “charitable contributions” collected from students’ parents has become so widespread.
The chairman of the board of trustees of Kyiv Gymnasium No. 75, Sergei Tsybenko, stated this at a round table in Kyiv.

According to him, the minimum collection amount is 50 UAH, and the maximum, in one of the prestigious gymnasiums in Obolon, is 10 thousand UAH.
“This money is basically stolen. For example, in gymnasium No. 31 in Bereznyaki last year alone, school director Liliya Donskaya collected 2 million UAH in so-called “charitable contributions”...
Only 25% of schools raise money officially, through charitable foundations and public organizations. Most educational institutions collect money in cash. This is completely uncontrolled money that school directors use at their own discretion...
The city leadership, in particular, the director of the education department Elena Fedonyan, has been aware of this situation since her appointment at the end of April 2014. I turned to her more than once, saying that parents are forced to hand over money, in most educational institutions this money is stolen, nothing is done.
In 2014, 104 citizens addressed the Department of Education on this issue, but as a result of their appeals, there were only 35 inspections, only 7 teaching staff were brought to disciplinary liability - they received a reprimand. Everything else got away with it.
Deputy Head of the Kyiv City State Administration Anna Starostenko is aware of this situation; I had a personal meeting with her and reported on what was happening. But one gets the impression that they are satisfied with everything,” said Sergei Tsibenko.
