The dismissal of Arsen Avakov from the post of Minister of Internal Affairs became an element of strengthening the presidential vertical of power, and the Ministry of Internal Affairs itself needs to be reformed because it received too many resources.

“This is an obvious element - the vertical of the presidential leadership and his immediate circle is being strengthened. The move that Avakov made was strong. He retained his political face and his political potential. In politics and diplomacy, sometimes it is more important not how to arrive, but how to leave. A change has occurred. A new minister has been appointed. We can’t say anything now - he’s a young politician, he’s gained some experience as head of a committee, but we’ll see based on his actions,” says the former head of the SBU.

“Because the problems in the Ministry of Internal Affairs are huge. Indeed, this ministry today is already more budget-intensive than our armed forces. Its capabilities, armed people within the country, are equal to the armed forces. This is nonsense. The greater the police force, the closer the state is to an authoritarian, dictatorial state. It is more afraid of its population, its people. In conditions of external aggression, the proportions should be different,” Smeshko said.
