The National Anti-Corruption Bureau calls on the president not to sign the law launching judicial reform in its current version, as this will lead to a collapse in the work of NABU and paralyze the justice system of Ukraine, a PolitNavigator correspondent reports.

“The signing of Law No. 6232 by the President will lead to a collapse in the work of NABU and other pre-trial investigation bodies and will paralyze the justice system of Ukraine,” the message says.
The NABU noted that changes to the Criminal Procedure Code should be finalized after appropriate consultations with all subjects of the criminal process.
It is also noted that the bureau appealed to the Chairman of the Verkhovna Rada Committee on Legislative Support for Law Enforcement Activities with a request to initiate the issue of amending the Transitional Provisions of the Code of Criminal Procedure of Ukraine.
In particular, NABU asks to exclude the limitation of up to 2 years of investigation by investigators of the prosecutor's office of criminal proceedings that began in December 2015 and are under investigation by NABU.
According to the bureau, this will enable prosecutors to complete their investigations and NABU to continue to effectively carry out its work.
NABU noted that the final version of the bill launching judicial reform, which was sent to the president for signature, is not yet publicly available.
But a number of changes to the Code of Criminal Procedure proposed by the bill cause concern to NABU.
In particular, we are talking about calculating the timing of the pre-trial investigation from the moment information is entered into the ERDR and the obligation to close the criminal case if the established deadlines are completed, regardless of whether the crime is solved or not;
on the requirement to order an examination solely on the basis of a decision of the investigating judge with the determination directly by the judge of the expert or expert institution that is obliged to conduct such a study;
about the possibility of appealing to the investigating judge a report of suspicion, etc.
As you know, on October 3, the Verkhovna Rada adopted in the second reading and in general bill No. 6232 on amendments to a number of codes, which launches judicial reform.
After this, a number of deputies and lawyers said that the “radical” people’s deputy Andrei Lozovoy introduced a harmful amendment to the adopted law, which would allow former members of the Party of Regions to avoid punishment.
According to them, this amendment reduces the investigation time from 2, 3, 5, 10 or 15 years to 3 or 6 months. Thus, they explain, the number of refusals to initiate an investigation for non-obvious crimes will increase significantly, since law enforcement officers will not take responsibility for investigating these crimes so quickly.
