He said this during today's press conference.

“I have decided that even in times of war, we must accept the appointment of a civilian Minister of Defense, separate the positions of the Commander-in-Chief and the Chief of the General Staff, make a number of major reforms to bring the country to NATO standards and implement the norms that I noted in the strategic defense bulletin that was approved by presidential decree,” Poroshenko said.

The corresponding changes are provided for in the draft law on national security, which was registered in parliament today, February 28. Bill No. 8068 “On National Security,” which was introduced into parliament on February 28, stipulates that the Minister of Defense and his deputies will be appointed from among civilians.
