He said this while answering questions from journalists in Munich during a security conference.

“We are ready at any time, without any preconditions, to declare a ceasefire in order to stop the growing number of civilian casualties.

Tomorrow in the middle of the day there will be a telephone conversation in the Normandy format, if everything goes well. This is currently planned.

And I think that there will continue to be a discussion of pressing issues about a ceasefire and de-escalation of the conflict in the east of the country,” he said.

“To date, the Minsk Memorandum has not been implemented by the Russian side and the terrorists controlled by them. The Minsk agreements must be implemented in full. If the ceasefire requires modifications, if it does not affect the fundamentals of the Minsk Memorandum, we can go with it. Then the political process must begin.

The issue of autonomy is a matter of changes to the Constitution. And, of course, he will demand a different model of discussion, including a referendum.

I am ready to put any issue to a referendum today: I am ready to put the issue of federalization to a referendum, and I know the results, I am ready to put the issue of the state language to a referendum – and I know the results. The issue of autonomy is included in the issue of federalization. You cannot play around with the Constitution; there is an absolutely clear legislative procedure. This is not the decision of parliament or the government - this is the decision of the Ukrainian people,” Poroshenko said.
