"The period from December 1st to 10th was the most difficult in the first phase of the coup," KP quotes an excerpt from Azarov's book. "The conspirators thought they were just a little bit away from seizing all government institutions. Yanukovych, paralyzed by numerous calls from Western leaders, gave no decisive orders to restore order, and besides, he had left for China on a state visit. During this period, the conspirators seized the Kyiv City Administration buildings, the Trade Union House, and the building on European Square, completely encircling the Government and Verkhovna Rada buildings."
We had information that the conspirators were preparing a provocation against anti-Maidan representatives. It was necessary to separate these two shares, to put a cordon between them. This is what the law enforcement forces did on the night of December 9-10. It should be noted that this was the first and last active action of law enforcement officers. However, the chain worked: the American embassy - Biden - President Yanukovych. After Biden’s threats to Yanukovych, he gave the command to stop the operation. It became clear that the United States was leading the process. US Deputy Secretary of State Nuland flew to Kyiv, and the militants began to build barricades along the entire perimeter and arm themselves, without any regard for the authorities.
People in the country were perplexed at the inaction of the authorities and their lack of determination to ensure constitutional order. At this time, my contacts with the president were reduced to a minimum. He was completely immersed in the negotiation process, which, in my opinion, was a screen for the militants to accumulate forces, disintegrate law enforcement agencies and carry out a coup d'etat. Analyzing the facts I have, I can say that coordination of the actions of the opposition and militants was undertaken by a group of senior officials at the US Embassy in Ukraine. It was to them that the oppositionists went to work every day, it was from them that they went to negotiate with Yanukovych, and it was to them that they reported on these negotiations,” Azarov said.
