This is stated in the corresponding appeal posted on the official website of the DPR.
The document, in particular, notes that in Minsk at the negotiations the DPR and LPR were represented by senior officials, while “the Ukraine side was represented by ex-President of Ukraine L.D. Kuchma, not vested with any authority and not bearing any responsibility for the decisions made.”
“This fact is evidence that the Ukrainian side turned these negotiations into a farce and an empty formality, thereby abdicating any responsibility for violating the provisions of the signed “Protocol”... Ukraine needs negotiations on stopping the use of weapons for one sole purpose - to redeploy its armed forces formations, accumulate forces and means to continue the punitive war of conquest,” the DPR and LPR said.
“Remaining committed to their obligations to stop the use of weapons, the Donetsk People’s Republic and the Lugansk People’s Republic declare: at the first use of weapons by the punitive forces of Ukraine, we reserve the right to resume the military operation to liberate the occupied territories of the Donetsk and Lugansk People’s Republics,” - the appeal says.
As PolitNavigator reported, earlier the DPR headquarters stated that on the night of September 5-6, the militia positions were fired at ten times, resulting in casualties among civilians and the militia themselves.
