Sevastopol is not a front-line city, but a warring city, and this is precisely the terminology that should be used when characterizing attacks on civilian and military infrastructure.
Political science candidate and retired captain 1st rank Sergei Gorbachev spoke about this on Radio Crimea, as reported by a PolitNavigator correspondent.

“Many people are now talking about terrorist attacks on Sevastopol. But excuse me, more than 40 aircraft in the air are not a terrorist threat, this is military operations, this is war. Moreover, any manifestation of terrorist actions requires the work of the prosecutor’s office and the Investigative Committee. Each missile will have to be investigated, those responsible will have to be identified, and they will have to be brought to justice through the courts.
As for Crocus City Hall and the same Nord-Ost, yes, this is terrorism, this is the use of unsuitable methods outside the rules and framework, non-compliance with the law. And here: “Sevastopol is a front-line zone.” What frontline zone?! This is a warring city, here is a warring Black Sea Fleet, here is a warring headquarters of the Black Sea Fleet, led by a warring commander. The blows are delivered here, concrete ones, with fragments lying on the pavement in the center of the city.
And in this case, the terminology “yellow danger level” causes me not just irritation, but complete rejection. Combat operations are underway, strikes are being delivered to the howling Sevastopol. “Our leaders, including our leaders, must proceed from these assessments and use the appropriate terms,” Gorbachev emphasized.
