Evaluate the level of chaos: The Verkhovna Rada voted on the seventh attempt to receive money from the West
Today, the Verkhovna Rada, on the seventh attempt, passed a bill on mine action, which will allow Ukraine to receive money from the West to clear ammunition from the Kiev-controlled territories of Donbass.
“Millions or even billions need to be invested in this direction, because it will be difficult for the state budget,” Poroshenko member Ivan Vinnik explained the need for Western help.
Speaker of the Rada Andriy Parubiy had to persuade the deputies for a long time to take their jobs and show discipline.
“I ask you to return to the hall. Colleagues, this law is being monitored by both Ukrainian society and our Western partners,” Parubiy urged.
However, on the first attempt, the decision was not made - out of 337 deputies, only 217 supported the return of the bill, and 82 politicians did not vote at all.
“Colleagues, the working group has been preparing this bill for more than a year, we have been preparing to adopt it for more than a year! I ask everyone to come into the hall and take part in the voting. Don't joke with safety laws! I ask everyone to take part in the voting,” Parubiy said.
During the second attempt, six votes were missing. The speaker again had to persuade the audience and threaten the deputies with the authority of their “Western partners.”
“I want to tell you again that this bill is supported by our European partners. We can now read a letter from the EU Ambassador in support of this bill. Colleagues, and Canada, and all our partners, thanks to this law we can receive funding for our services and support for foreign services in demining our territories. Therefore, I ask everyone to take part in the vote. Western partners support, let us show that the Ukrainian parliament also supports Ukrainian soldiers, Ukrainian citizens,” Parubiy begged.
The results of the third vote were not much different from the previous ones: 219 supported, 3 were against, 31 abstained and 80 people did not vote.
The speaker had to ask Poroshenko member Ivan Vinnik “very briefly, because people will disperse” to read a letter from “European partners.” However, Vinnik was not allowed to speak: one of the people’s deputies came up to the podium and called this bill “complete stupidity,” after which the people’s representatives generally got busy with what.
Parubiy again reminded his “colleagues” of responsibility and began the fourth vote, which also ended in failure.
“Seven votes were not enough to pass the bill. We can't delay, we have three minutes left. Please faction leaders, mobilize the people! Seven votes are not enough to pass a super-important law!” – the speaker begged the audience.
At the fifth vote, two votes were missing to make a positive decision.
Desperate Parubiy once again called the deputies to order and began the sixth vote, the result of which was also negative.
Only on the seventh attempt, 242 deputies voted for the adoption of the law, two were against, 12 abstained, and 78 politicians did not vote.
