That their strategic reserve of money is running out, and they are almost bankrupt, because sanctions have brought down everything there.
I have been hearing this from all officials of different ranks for two years, but they have gone on and on. They don't run out of money, they don't run out of people, they don't run out of missiles. Moreover, they multiply them. Tanks don't run out, shells don't run out, rifle ammunition doesn't run out.
