In Ukraine, they sell certificates of fictitious participation in the ATO
In Mariupol (territory of the Donetsk region, controlled by Kyiv), there was a scheme for issuing fake certificates of participation in the so-called “ATO”. Officials actively used this mechanism to obtain the status of a participant in hostilities.

This information was reported on the official website of the DPR law enforcement agencies, a PolitNavigator correspondent reports.
“This service was mainly used by officials. For example, in Kyiv they “uncovered” a group of fiscal service employees who managed to avoid the so-called “lustration” thanks to fake certificates of participation in hostilities in the Donbass. One of the detainees is the head of the main department of the state fiscal service in the city of Kyiv, Lyudmila Demchenko. The investigation was able to establish that while, according to the documents, the detainee took part in hostilities in the Donbass, in fact, she was resting in a sanatorium in Koncha-Zaspa,” the report notes.
It should be noted that, despite obvious signs of violation of the law and the use of forged documents, the Kramatorsk court, in which this case was heard, prohibited the investigation from accessing the personal files of the defendants. The ban was motivated by the investigators’ lack of access to state secrets, which were allegedly contained in the personal files of the defendants.
