The chairman of the UN Human Rights Monitoring Mission in Ukraine, Fiona Fraser, stated this at a press conference.
“While discussions are still ongoing, at this time the Office of the UN High Commissioner for Human Rights notes that the draft legislation lacks clarity in the legal framework regarding the protection of human rights and freedoms,” Fraser said.
According to her, legislation, and in general all state policy in Donbass, must be inclusive, but not discriminatory in any way, in order to lay the foundation for future peace and harmony in Ukraine.
Let us recall that on October 6, the Verkhovna Rada approved in the first reading the presidential bill (No. 7163) “On the peculiarities of state policy to ensure the state sovereignty of Ukraine over the temporarily occupied territories in the Donetsk and Lugansk regions.” The draft, in particular, defines the territories “occupied” by Russia in the Donetsk and Luhansk regions and recognizes Ukraine’s right to self-defense in accordance with Article 51 of the UN Charter.
