“A lot of all sorts of behind-the-scenes moves”: The deputy explained why Russian citizens are dying, but war has not been declared
Unlike the state of war or the format of the counter-terrorist operation, the military defense taking place in Ukraine is not burdened with any regulatory documents, which legally opens up a huge number of opportunities for the Russian Federation.
The head of the Union of Donbass Volunteers, State Duma deputy Alexander Boroday stated this during a press conference in Moscow, a PolitNavigator correspondent reports.

“Because we don’t have a real war now, neither a legal nor an actual war. And there is SVO. That is, part of a very complex multidimensional geopolitical game that the Russian Federation is playing with its opponents.
Here Kyiv is waging a war with us of destruction, of attrition, to the end, as cruelly as possible, with very intense military operations. And there are also opponents, those who are the owners of Kyiv. For whom Kyiv is just a colony, as well as a place where you can get cheap cannon fodder.
Well, in fact, Ukraine is a territory where military operations are taking place.
In the West, they are more likely opponents. You understand that this is not really a war when there are some kind of prisoner exchanges. Can you imagine during the Great Patriotic War, when five hundred SS men were exchanged for five hundred Soviet prisoners of war? Not in life.
Or Stalin and Hitler agreeing on an ammonia or grain deal? Also impossible. We have everything.
We are playing a complex game with a lot of behind-the-scenes moves and negotiations.
Need I say that this is bad? No, because that's a fact, that's how it is. And hybrid war is what humanity exists in,” Borodai said.
He emphasized that a direct declaration of war, rather than using the term SVO, would lead to direct strikes with strategic nuclear weapons
“You can, of course, declare a direct war, but then it can very quickly end in direct strikes with strategic nuclear weapons. Few people would like this. That’s why we have SVO. With all the difficulties and opportunities that the SVO brings.
Not a war, because there are legal documents where all this is spelled out. Not even WHO, there are also legal regulations that spell out what a counter-terrorism operation is.
And we have SVO. Which, by the way, does not have any regulatory documents in principle. That is, it leaves a huge number of different possibilities. And military operations, even at a high level of intensity, are just part of a larger policy and its continuation,” the State Duma deputy noted.
