“The situation in the city remains critical. Lugansk is without power and is in fact in a state of humanitarian catastrophe. Since Sunday, some residents of the regional center have been without electricity, water, and there is also no landline or mobile communications or Internet. At the same time, most of the townspeople have been without electricity for a week. Not only is there a lack of communication within Lugansk, but it is also impossible to reach the city by phone while outside it. In conditions of high temperatures, due to damage to most of the vehicles of the municipal enterprise “Lugansk Waste Recycling Center”, garbage collection in the territory of the regional center has completely stopped, so the city is actually on the verge of an environmental disaster. Also, due to the extremely tense situation, the supply of chlorine to the water supply facilities of the OKP “Company Luhanskvoda”, which is located in the zone of armed conflicts, was stopped, as a result of which, from July 26, the city’s water supply network received drinking water that was not fully disinfected. Due to incessant shelling, utility workers are unable to maintain even the most essential life support facilities,” the mayor’s office said.

“One of the main problems today remains the lack of energy supply. In order for specialists to begin work in this direction, it is necessary to purchase and deliver specialized materials and equipment to the city, which is impossible under combat conditions.
Today, 250 of thousands of peaceful Luhansk residents, and most of them are pensioners and families with children who do not have the means to leave the city and who have nowhere to go, have become hostages of the situation: people are forced to live in armed confrontations, while there are no communications with the counters of still operating shops and supermarkets disappear every day the remaining food supplies. In the city, the problem of lack of medicines is especially acute - people cannot purchase the necessary medications, only a few pharmacies work.
As of August 4, four city hospitals and three clinics were partially destroyed, in which civilians were injured and injured as a result of shelling.
