Lutsenko wants to cross the path of Avakov: he proposes his law “On the National Police”
Kyiv, January 08 (PolitNavigator, Victoria Litovchenko) – People’s Deputy from the “Petro Poroshenko Bloc” Yuriy Lutsenko has completed the preparation of the law “On the National Police”.

“There has been a lot of talk about the need to create a police force in Ukraine for a long time. On January 7.01.15, XNUMX, I completed the preparation of the draft law on the National Police,” he said on his Facebook page.
Lutsenko clarified that the main innovations of the bill are the creation of the national police as a central authority, which is coordinated by the civilian Minister of Internal Affairs; liquidation of the Departments of Internal Affairs in regions and districts; a professional chief of the national police is appointed by the Cabinet of Ministers for a 5-year contract; the creation of a police commission under the national police, in which 3/5 of the members are human rights activists and other civilians; appointment to positions in the police through a competition conducted by police commissions using a polygraph; appointment of police chiefs on a contract basis for 5 years; mandatory approval by local councils of the appointment of heads of public security police and traffic police, the right to remove them with a 2/3 vote; the right of sessions of local councils by a majority vote to remove any employee of the public security police (patrol, district police officer) and traffic police; responding to allegations of police misconduct through a disciplinary investigation by a police commission using a polygraph.
“If this law is adopted, the Ministry of Internal Affairs will cease to be the Soviet Ministry of Police, and will finally turn into a European-style civilian Ministry of Internal Affairs. During special inspections and competitions, the national police of Ukraine will be created within 6 months. Automatic reassignment of police officers to police positions is prohibited,” Lutsenko noted.
As PolitNavigator reported, in the fall, Ukrainian Minister of Internal Affairs Arsen Avakov announced a reform of the Ministry of Internal Affairs and presented the relevant documents.
