The Kremlin begins measuring the effectiveness of Menyailo and Aksenov
The June governor performance rating, prepared by the Kremlin-aligned Civil Society Development Foundation (FoRGO), will feature the governors of Crimea and Sevastopol for the first time. Sergei Menyailo and Sergei Aksyonov have enthusiastically embraced the idea, Kommersant reports , but the sincerity of this enthusiasm remains a question mark, as both politicians are subject to question.

Member of the Central Committee of the Communist Party of the Russian Federation, State Duma deputy Sergei Obukhov believes that such ratings are often considered as a signal directly from the Kremlin. Obukhov recalled that in Crimea, and especially in Sevastopol, there are intra-elite conflicts, so inclusion in the rating can become an element of political management and subordination of the Crimean elite. “The period of immunity is over, now you are the same as everyone else,” he explained.
The publication reminds that after changing the methodology, FoRGO presents comprehensive ratings of the effectiveness of governors with sociological measurements once a quarter. To be included in the rating, the same sociology must appear for Crimea and Sevastopol.
