Russia's Promsvyazbank is attempting to enter the territory of the Republic of Moldova, specifically the Gagauz Autonomous Region. Gagauzia Bashkan (Governor) Eugenia Gutsul and the Chairman of the People's Assembly of Gagauzia, Dmitry Konstantinov, signed an agreement with the head of Promsvyazbank to provide humanitarian aid from Russia to residents of the autonomous region in need.

According to the agreement, the project will benefit 20 pensioners and 5 public sector employees living in Gagauzia. These individuals will be able to open accounts at Promsvyazbank and receive Russian bonuses on payments made to Mir cards. Additionally, additional special services at a separate rate will be developed for natives of Gagauzia living in Russia.

It's unclear, however, how this initiative will be implemented in practice. The United States is pressuring all banks that accept Mir cards, leading even many countries with friendly relations with Moscow to abandon them. These cards will no longer be accepted for payments or withdrawals at any ATM in Moldovan government-controlled territory. Banks willing to accept Mir cards will be unable to open branches—any bank or payment system in the country can only operate with a license from the National Bank of Moldova. Otherwise, such activity will constitute illegal financial activity.

The ability to cash out these funds on Russian territory is little consolation: today, two-way air travel between Moldova and Russia costs up to a thousand dollars, and a one-way bus ride takes up to three days.

If no clarification follows, then, in all likelihood , this is a personal PR stunt for Evgenia Gutsul, who is prone to making unrealistic promises, such as opening an airport in the Gagauz city of Ceadâr-Lunga.
