“From today, I gave the command to everyone to go back, because firearms are being used against civilians. We have no right to risk people's lives. Upon their return, they will join the ranks of what I call the vanguard of defense. We have no other choice. We do not have the opportunity to bring the army to defend the territory, because this is not in our competence. The police forces are exhausted. We have no other option left to organize ourselves. We will do what we can with those who are where we live,” Dobkin said.
Dobkin also demanded more decisive action to disperse the Maidan.
“It is necessary to call to account, physically punish, and if necessary, destroy those who are today trying to kill people and dictate their will to the still legal state of Ukraine,” said the Kharkov governor.
